Targets generated by IDE for freeform projects, e.g. compile single should use
encoding parameter.

is this related to the feq implementation ?

did targets use default encoding in previous release before the feq value ?

(I just want to understand for testing and also to see if other project
types need to do something different as well with getting/passing encoding to use.

(or other freeform projects)

Yes, it's related to FEQ implementation. Prior implementing FEQ there was no encoding specified so those targets used
default system encoding.

since this is marked p1 task, can it be fixed for beta2 (or beta 1 if possible) ?

since there already is the project/file encoding for other freeform projects, having this
fixed would let it be complete for freeform.

is this still needed to be done for current nb 6.5 ? its marked as p1
so thats why am asking.

Since the issue is task, I'm afraid it won't be implementes for 6.5. 
Freeform project importance is fading now, automatic project will probably replace it in future releases.
