please route to correct category. file->new allows license files to be created there is text in them that might be localized but we cant localize text files since there are multiple encodings for the seprate ja or zh locales in unix so that one encoding will not work for all whether unix or windows. even the new project encoding and related tasks will not solve this since this info is placed in the readme before the project is created and would need to be correct for any of the localized locales user is in, but it cant be since will not know which sub ja or zh locale user will be in yet there is only one localized jar per ja or zh, not one for each of the sub locales.
It is no more possible to create license files via file->new. License files can be only included by other templates. As templates they are encoded in UTF8. The generated file uses encoding according to the target project encoding. So I do not see any issue here. If you really want to translate licenses then include the locale in the file name. See paragraph Localized lookup at http://freemarker.org/docs/ref_directive_include.html.
