on file->new  window, "Licenses" does not show from localized bundle; the word 
is in a bundle file and is localized but not shows from it.

Right. There were wrong file paths.

/cvs/projects/projectui/src/org/netbeans/modules/project/ui/Bundle.properties

I can't find Licenses in file->new anymore - what kind of project needs to be
created
that will then show it from file->new ?

They won't be in File > New since they are not standalone templates. Look in
Template Manager.

since licenses file is not a choice for file->new, am closing this without verifying
since its not an issue anymore.
