Steps to reproduce:
1.Go to Settings tab of Plugin Manager
2.Copy the url of Dev Updates Provider to clipboard
3.Push New button
4.Paste the clipboard content to URL field
5.Push OK
6.Select New Plugins tab
7.Push "Refresh list" button
The chain of exception dialogs appears:

Verified in following configuration:

Product Version: NetBeans IDE Dev (Build 200706190000)
Java: 1.5.0_07; Java HotSpot(TM) Client VM 1.5.0_07-87
System: Mac OS X version 10.4.9 running on i386; MacRoman; en_US (nb)
