Third party JSF component libraries make extensive use of facets. Facets do not
appear in the page outline or the designer surface in Visual Web Pack, making it
very difficult for the user to add components as facets to other components
already on the page. 

We need some means of representing a drop target for facets, in the page
outline, or on the designer, or both. The user needs some way of dropping a
component onto another and defining it as a facet, all as one action.
