Creator 2 includes the ability to import/convert an external HTML page such that
it can be edited in the visual designer. This capability needs to be made
available in NetBeans 6.

To ensure that this doesn't cause issues with the Quality Criteria, placing

I don't believe we plan on adding Import Project functionality to VisualWeb
