Description:
Filing this with approval of and by request of uml team.

NB has decided the approved way of assigning mnemonics is the '&' approach.
Many mnemonics in uml jars do use this approach.

There are some that use the 2 key approach.

Attached is a list of uml jar files that have at least one use
of the 2 key approach in one or more bundle files of that jar.
I do not know what specific Bundle files in a given jar
have these as check this in a different way.

not a visible issue to end users, lower to p3.

could this be left at p2 and waived ? the reason is, that netbeans is now in
process of changing all the 2 key/val to '&', and that means now the packs
can feel their is approval to do this also.

this is not for griffin, just for future, so if it could be waived and left
at p2, that would help.

Since nothing has been changed in this area, I believe this issue still applies in 6.5.

I18N support is targeted for 6.5M2.
