The best way would be to avoid any declaration at all. Launcher could simply
detect present clusters (possible if it is not necessary disable present
clusters). Current way is fragile. Adding list of clusters into netbeans.conf.
It is not well documented, how space in path should be treated,...:
#netbeans_extraclusters="/absolute/path/to/cluster1:/absolute/path/to/cluster2"
