Most users (for new users) do not know the ResourceBundle editor because
the default action is "Edit" which opens editor with just properties file.

Shouldn't we use "Open" to open useful ResourceBundle editor?

During my last week while I was testing NB 5.5 Beta 2 I become really frustrated
about manual synchronization of .properties files with many locales. I even come
to the conclusion that I should file a proposal for creating a multicolumn,
tabular .properties editor, because it looked to me like the NetBeans team
apparently forgot to include it.

Finally I've found this issue and now *I* know that the golden rule for
.properties file is to use context menu and "Open" command instead of simple
double-click on its node in Projects view. But this is soooooooooo unintuitive
to have to do this in the first place.

And it's also pretty lame to have such an simple (!) issue opened for
over half of a year. :-/
