Is this a guide for dbg implementation plugin developers?  The first
comment "how to start Java Debugger" makes me wonder if this is a
Java-centric guide.    

I tried to reference the guide from the API main page 
(http://debuggercore.netbeans.org/docs/api/index.html) and I cannot. 
The "Programmers Guide" link appears to be to a local disk. i.e. 
(file:///E:/Dev/trunk1/debuggercore/www/docs/api/ProgrammersGuide.html)
