When installing a plugin, the wizard is not able to load the plugin license in case deadlock.netbeans.org is unreachable. The text area remains empty. However, it is possible to check on "I accept..." and continue. If deadlock.netbeans.org becomes available again, user can finally download and install the plugin without seeing the license text.

Fix - http://hg.netbeans.org/core-main/rev/4c34f070b4a6

As we agreed, the data are replicated from deadlock to bits, which is more stable...
