Most visible in JUnit, since JUnit installation is offered by IDE. (filed as issue  205312). Generic problem for *all* licenses.
But also other modules on UC (e.g. Ant Documentation, Load generator,..) are missing license files; 

on http://dlc.sun.com.edgesuite.net/netbeans/updates/7.1/uc/final/certified/licenses/
are license files named "license.${HASH}", but modules link "${HASH}.license"

It works for me now except for JUnit which is covered via a separate issue.
