My most frequent usage of Netbeans is in opening PHP / JavaScript files that belong to a very large CMS application that doesn't exist in a local project, etc.

I would very much like Netbeans to be able to manage tasks / todos in these files. Currently it appears that it can only detect tasks / todos if the file belongs to a project.
