If you define more than one top-level class in the same file there is a hint applied to all but the first "Multiple top-levl classes in file", however there is no quick-fix attached to this hint, i.e. alt-enter on the line is useless.   There is an obvious refactoring to attach to this hint, move the offending class to its own source file.  Such a refactoring should be implemented as the natural "fix".
