new windows created through view/[window type] have normal properties, but
windows raised on the basis of a workspace switch are for some reason made sticky.

netbeans 3.3/rc1
sawfish 1.0.1

(i removed any session data, and disabled window history matching feature of
sawfish to prevent any previous session interfering, but no change)

this is a sawfish bug.

better, was. acknowledged and fixed by maintainer.
