Use-case: User attempts to commit when he figures out that the local repository contains number of artifacts which should not be commited (e.g. binaries). 

Right now, they can exclude these from given commit. Logically, it should also be possible to ignore them permanently.

Please consider adding this feature. (I added a comment in case it might have fallen under the radar after 3 years)
