This feature is motivated by two things: the fact our users have trouble finding our database functionality, and the
fact that Sun recently acquired MySQL and this raises the expectations for NetBeans database support.

Please see the URL for a full UI spec, but basically this feature proposes creating a new top-level menu item called
Databases with actions to work with our main supported databases: MySQL, PostgreSQL and Java DB.

This feature also subsumes or makes obsolete the following issues:

issue 122191 (create sample databases)
issue 123920 (auto-register MySQL and PostgreSQL connections)
issue 123351 (move Java DB action from Tools menu)

Further discussion has raised concern about what this menu item will look like if none or even just one database is
registered.  So we won't be doing this at this time, but will keep things within the database explorer.
