There are couple of internally developed versioning modules (Mercurial,
Perforce) that will be distributed on 6.0 AUC but need to access classes in
Versioning Utilities module which is not public and used only internally. I am
proposing to export its friend API to those modules. Attaching diff of changes.

We want to have mercurial on AUC for M9 so I would like to integrate this on
Thursday 4/26 (before M9 branches).
