Please, provide API/SPI support into CSL that would help to implement this feature for individual languages. 

From PHP point of view makes sense almost the identical behavior as implemented in java. Ideally we could implement:
- implemets
- overrides
- is overriden
- has implementations

I think, (although not sure) other languages would like to see it implemented as well

Yes, this would be very useful for Ruby too. For Ruby only overrides/is overridden is relevant though.

API added. The languages can implement OverridingMethods, returning reference from their DefaultLanguageConfig.
