[nbpython] again, status of NetBeans Python support

My impression is that NetBeans Python support has ceased essentially any kind
of development or maintenance. The sources were moved to the NetBeans
main/contrib repository in October. I looked at the Python-related
changesets, and the last bugfix that was really directed toward Python was in
August.
It seems that critical mass is gone. Tor Norbye has left Oracle. There were a
few major outside developers but they appear to have moved on to other
interests.
I think my own small group needs to start looking for another Python IDE. If
anyone has any more optimistic information, I'd love to hear it.
