NBM Installation issue using platform 6.5.1

The default location for a plugin module is in the users directory.
How can I force my plugin to be installed in the platform modules
directory (or read on to suggest a better solution).
The issue I have is that the nbm that I have created for iReport (which
uses platform 6.5.1) fails to install because during the installation
it looks for the nbm jar in the actual platform modules directory.
In this instance:
jaspersoft\iReport-4.1.1\ireport\modules\my-module.jar
Which reveals a warning - That actually breaks the nbm installation
(causes a timeout), so should really be an error?

java.io.FileNotFoundException: modules/my-module.jar
If I place this jar there before I install the nbm then the
installation works and so does the plugin, but that really defeats the
object of the plugin system.
So the other questions are: Can I extract and copy this jar to the
platform/modules directory during the install (using the Installer
class) or set a build option to correct this issue?
