Label is not displayed for Project nodes.

Steps:
1. Check out sources, open project.
2. Check "View | Show CVS status and labels"

I think issuzilla is poluted enough with [50cat] labels already.

This issue needs to wear [50cat] prefix in its summary as it was discovered by
NetCAT program member no matter the actual reporter is somebody else. For more
details see issue #65583. In addition to that please note that [50cat] prefix is
not here to "pollute" the Issuezilla but to highlight issues that bother _real_
users of our product.

That is simply not true but I don't care that much to start a useless quarrel on
that.

It's not only the labelling but also the coloring is not available on project
level and package level. I don't think this as a defect but a feature request.

This is depends on 60970, but I don't see why. I guess the depedency is only
there to provide an example?
