apisupport.harness is marked as 'global module' which has to be installed in IDE installation directory. It makes problems when an user enlarges CPP/PHP distro -> to Full distro (issue 220850) on Windows 7. It will make the same problem when patching apisupport.harness module.
Change apisupport.harness as independent on module placement, solves such problem.
