To reproduce:
- install PHP build of 7.3 Beta
- update to Beta2
- extend IDE by e.g. Java SE
- if required, restart IDE after download finishes

=> Static Analysis Core is at version 1.9.1 (beta) and was not updated to 1.10.1 during Beta -> Beta2 update

The same cause as issue 200978 - disabled module will not be updated due to ergonomics feature.
