- cerate j2se project
- invoke popup menu on main method (try to invoke Refactor|rename)
--> menu item is not accessible and is hidden, popup should be opened so that all items are visible ..see screenshot

we agreed that this is not duplicate of "refactoring bug", this seems to be general issue with popup:
- see e.g. screenshot 2 - popup was invoked in output window, and some items a hidden by dock (moreover I'm not able to use arrow keys for navigation - issue 209576)
- invoking popup in bottom of editor hides also some items under dock - screenshot 3
- ...etc

it's fixed in terms that popups are now 100% usable,  but would be much better if popups bottim edge was not placed over bottom edge of main window. But good enough for now, verified.
