this issue describes not fixed part of issue #208553 --- If I have a web project, and I open an .xhtml, or .jsp page, it checks out immediately without any modification on my part. If I check it in, the file checks in and back out immediately. --- The issue is in 7.1.1 and probably still in-place for 7.2
