When a CASA panel in design view is at certain sizes, it oscillates at 100% CPU
between showing and not showing the
scrollbars. Workaround is to make the panel small enough so that scrollbars
always appear.

Actually the only situation when the oscillation does not happen is when the
horizontal size of the panel is small
enough to force a horizontal scrollbar; even a very small vertical panel size
still results in the oscillation.
