The filtering button has the following issues. Overall, the filtering is just
not working correctly as expected, very broken.

1. the states on the filter dialog is always reset to default settings (check on
all) when it's brought up 
2. after diagrams are filetered from displaying from the design center project
tree, there's no way to get them to display again
3. filtering on modeling elements don't seem to work (could be because issue #2
triggers this)


Evaluation (Entry 2):
1st and second issues are valid in coke 060618
2nd can be workarounded by deselecting and selecting diagrams in filter dialog

- 1st issue still exists
- 2nd issue works with manual refresh by clicking on the refresh button
- 3rd issue still exists
