Using 5-Sep-2005 daily build.

On the Design window for a JFrame form, the current behavior is to only show the
outline of the position of JPanel components when the mouse is dragged over the
JPanel and has no component attached to the mouse cursor.

I think that it is a bug that the JPanel outline is not shown when you are
dragging a component from the palette and have the mouse pointer (plus
component) over the JPanel.

As a personal preference, I think that the faint outline of all JPanels should
be shown when the mouse pointer is anywhere over the entire JFrame so that you
don't have to hunt around with the mouse to find where the JPanels are.
