Right after adding a new JPanel to a project, it is not possible to change
layout from the pop-up menu of the "[JFrame]" in the exporer window, the section
does not contain any items to choose from. After placement of any component, the
menu somehow get repaired and items are displayed properly.

Old issue, seems working now.
