Reproduce by selecting a appropriate statement and press Alt F7. Usage window opens and navigate through tree and hit Enter. Now focus is gained on editor window. When switching back to usage window by Control Tab, usage window does not gain focus and therefore it's not possible through navigate through the tree by up / down buttons.
