When adding a Java platform, NetBeans assume to use online JavaDoc via url, like "http://docs.oracle.com/javase/8/docs/api/".
Despite online documentation offer up-to-date access to docs (and I acknowledge that this would be the best option most of the time), NetBeans would also offer a "download" button in order to download and configure local copy of docs.
This would make access faster, and also gives access to docs offline.
For today, developers should find and download manually the copy of documentation, then configure manually in NetBeans "Java platforms" UI.
