Steps:
1, Create new Web project
2, Include Spirng MVC in versio 3.2.3
-> Spring 4.0 is added to project classpath

Foolish issue. :/ Fixed in web-main #8432e5d03daa.

Integrated into 'main-silver', will be available in build *201401110002* on http://bits.netbeans.org/dev/nightly/ (upload may still be in progress)
