NB Editor Tab Conext Menu showing no "Float Group"

In bug #200847 I was told how to float a tab group, but when I do it, there is no "Float Group" item in the context menu (see attachment.)  I was told to open a new bug for this.

I made the change to Bundle_nb.properties in the jar file as directed, but it didn't seem to change anything.

It does work but you need to start NetBeans with a fresh user dir or clear the existing one.

Thanks.  That did work.  Now, to remember to do all this with the next release...  :-)  I'll bookmark this and hope I remember it.

It might be easier to create an empty module that add appropriate branding and then just install it in the new release...
