I just downloaded the Oracle distribution of Java 7u5 for OS X: http://www.oracle.com/technetwork/java/javase/downloads/index.html

When I start NetBeans using this version of Java and go into fullscreen mode, the system menu bar at the top disappears and leaves a light gray colour. If I mouse near the menu, it appears again.

The expected behaviour in OS X is that the menu bar disappears, but the area it leaves behind is collapsed and filled by the application. This is what happens with the Apple Java 6 distribution.

Workaround: use Java 6.
