Writting XSD files by hand is not an easy task. Visual editor would make it
easier and usually much faster. I've been using such editor in WID and RAD, and
it's really helpful.

Because this is 'archived feature', not part of the main distribution and testing efforts: 

You may add an additional AU center (url: http://deadlock.netbeans.org/hudson/job/xml/lastSuccessfulBuild/artifact/build/updates/updates.xml) or install the plugin directly by downloading from its homepage.
