Enable passing the debugging settings to the browser being launched, according to

(by setting variables _JPI_VM_OPTION, JAVAWS_VM_ARGS, ...)

Had been working for some time already
but especially after the resolution of
https://netbeans.org/bugzilla/show_bug.cgi?id=202990
it can be considered solved.
