Reproduce:
* Open a Web project, navigate to web.xml
* Press Alt + Shift + f, to reformat it
* Press Ctrl + s to save
* Press Alt + Shift + f again
* even though nothing changed, the editor will handle the file as unsaved and pressing the Ctrl + s will not do anything, the file remains in unsaved state.

Workaround:
modify something in the file and the save starts to work

Logic, which handles save requests in XmlMultiview is at fault.
