In Clearcase a version of an clearcase element only have one associated version comment. There are no separate checkout
and checkin comment parts. So the message entered at checkout time can be looked upon as a draft for the version
comment. At checkin time one decide to use this checkout draft as version comment or change it or even replace it by
another message.

In the netbeans checkin window the checkout message (if any) should be used as default checkin message. But further on
it should also be possible to select another checkin (or checkout) message or even type in a new one.

There also would be some advantages if there is no distinction between checkout and checkin messages any more. The
purpose of both is to specify a version comment (either at checkout or checkin time).
